How to Turn on Windows Live Mail Spam Filter

There is built-in security (not just spam protection). The settings can be modified inside Windows Live Mail from Tools, Security settings (might be slightly different - I am in front of a non-US Vista right now). More information about the protection can be found at http://www.microsoft.com/protect/yourself/email/spam.mspx

Yes, you can use your own preferred protection software. The what and how depend on the name and version of that software.
